Noel E. Vargas Jr. has been a practicing attorney in New Orleans, Louisiana since 1978 where he has concentrated in adoption law for more than 25 years. He has been a part of over 1,000 adoption placements representing birth parents and adopting parents in private, agency, international, domestic and intrafamily adoptions. Mr. Vargas has assisted members of the Louisiana Legislature in the composition and passage of several of the state’s adoption statutes. He has been a lecturer at numerous Continuing Legal Education seminars & symposiums and has served on the faculty of the Baton Rouge College Paralegal Institute. He has been a member of the American Academy of Adoption Attorneys for over 18 years and was certified by that group as an adoption mediator. He is also a member of the National Council for Adoption and is listed with the highest professional rating in the Martindale-Hubble Directory of American Lawyers as well as that publication’s Bar Register of Preeminent Lawyers.

In 2005, Mr. Vargas served as a Judge Pro Tempore for the Juvenile Court for the Parish of Orleans. He currently is executive counsel for A.B.L. Adoptions Louisiana and is on the adoption agency’s board of directors. He also serves on the board of directors of the Danielle Inn, a non profit home for unwed pregnant mothers in Covington, La. Mr. Vargas was awarded the 2006 Leadership in Law Award by New Orleans City Business as one of the 50 outstanding lawyers in New Orleans. In 2007, Mr. Vargas was presented the Angels In Adoption Award by the U.S. Congress. He received his B.A. degree from the University of New Orleans and his J.D. degree from Loyola University New Orleans School of Law.

Mr. Vargas has frequently appeared on local and national television & radio broadcasts and has written numerous articles for various publications relating to adoption issues. He is the author of the Adoption Forms section of the Louisiana Civil Practice Series published by the West Group.
